Why does the UK no stopping sign have an X on it when stopping begins with S?

Thats not a Stop sign it means keep this road clear. Its seen on slip roads to the motorways mainly

The no waiting sign (single diagonal bar) was intended to suggest a crossing out of the blue parking colour.
The no stopping sign (2 diagonal bars) is intended to but one step up on no waiting. Or, as the Irish might say, 'No waiting at all, at all'.
