Can hospital staff use a breathaliser on someone?

For what purpose? There would be no legal basis for any results.
I would suspect that hospitals don't keep breathalisers anyway - they need their cash for medical supplies. If an alcohol level was required a blood sample would be taken and sent to the hospital labs for analysis.

If a patient was admitted then the usual thing is that a blood test is takn in A & E, this would show a level of alcohol if they tested for it.
