How is the 'enjoyment' co-efficient measured when assessing the risks associated with illegal drugs?
On the radio this morning was a report on the downgrading of Ecstasy, and one of the guests was saying that Ecstasy was supposed to have a lesser 'enjoyment' factor than cigarettes or alcohol.

How is this measured, and how do you ensure consistency across all different drugs? Are there a load of students in a lab somewhere injesting lots of noxious substances and rating how 'good' they are? If so, how can you ensure that the subjects do not become addicts?
